This expression means: Allah is He on Whom all depend. All creatures need Him for their sustenance and are certain they will get what they ask Him for.
People ask God for their needs both here and Hereafter and they know that they will receive from Him what they need proportionate with their strength.
عَنْ أبي عَبْدِاللهِA قالَ: سُئِلَ رَسُولُ اللهِ 3: مَنْ أحَبُّ النّاسِ إلى اللهِ تَعالى؟ قالَ: أنْفَعُ النّاسِ لِلنّاسِ. [1]
It is reported from the sixth Imam(a.s) that the Prophet(s.a.w) was asked the following question: Who are the dearest people in front of God. The Prophet answered: The most useful people for other people.
قالَ الصادِقُA: قالَ رَسُولُ اللهِ3: خَيْرُ النّاسِ مَنِ انْتَفَعَ بِهِ النّاسُ
Imam Sadiq(a.s) reports from the Prophet(s.a.w) who has stated: The best kind of people are those from whom other people benefit.
