The Satan (the Devil) wanted to advise Hazrat Noah, But Noah did not accept. His rejection was due to the fact that the Satan is the source of all evils, but Allah Almighty said to Gabriel: Tell Noah, do not refuse and listen to his advice.
The lord of the universe wanted to express that advice is so important and precious that if an evil person who is the source of all impurity and evils wants to advise you, it is worth listening to his advice and accepting it.
