The use of weapons of mass destruction in disbelieving countries/the Grand Ayatollah Sobhani’s answer

The Grand Ayatollah Sobhani answered a question about the use of weapons of mass destruction in disbelieving countries.

Question: Is the use of weapons of mass destruction allowed in disbelieving countries considering that the narration from the Prophet of Islam (PBUH) forbade such use?

The Grand Ayatollah Sobhani: As well as the mentioned narration (from the Prophet (PBUH)), from the point of view of wisdom and other principles, the use of weapons of mass destruction is forbidden (Haram) because innocent people are killed by these weapons.
